Improvement comes from the knowledge of understanding; What you will do if the system is destroyed. How will you change, rebuild, adjust?  

If you have no idea how to improve and what changes to the system would make it effective, if the entire system is destroyed.

How can you expect to adjust the system for improvement right now, while you have the constraint of the system existing?
