…Not sure how to say it better. Working is making decisions and using judgment. Leadership at its core is releasing people to do their best work-by using their judgment to make the best decision.

Focus on the tasks that are completed. This is the only factual basis that is understood in the context of language. Performance standards are only in evaluation to the tasks to be completed. These tasks are created through goal setting and leadership.

The questions created around goals, decision making, planning, delegation, task evaluation, etc… all refer to the task established to be completed. The questions radiate the ability to work to your capacity to complete the tasks. Then ensure that tasks that are delegated are completed to the highest degree to the person assigned to work.

Conclusion: All that can be understood is the tasks (goal) these drive everything. Create questions and performance-based upon a shared understanding of the expected tasks (goals). All that can be expected of someone is to do their best work. The accountability of a manager is to add value to peoples decision making and judgment.
